Garissa County Governor Nathif Jama presented himself before the Ethics and Anti-Corruption Commission on Friday for processing before he is taken to court to plead to corruption charges.
The governor is to be charged over allegations of irregular leasing of ambulances in his county.
He was accompanied by four other governors, led by Council of Governors chairman Peter Munya.
Several other leaders from northeastern Kenya were also present.
The leaders caused a commotion at the EACC headquarters when they demanded to be let in.
They were later told to wait outside as the detectives interrogated Mr Jama.
The ambulances were leased from Emergency Plus, a company fully owned by the Kenya Red Cross.
